Community Outreach Summary

A major goal of the Integrated Resource Plan (IRP) process was ensuring that the public had ample opportunity to provide comments on the 2010 Power Integrated Resource Plan (2010 IRP). Toward this end, the LADWP launched an extensive public outreach campaign to gather feedback on this long-range plan, which sets the strategic course for meeting the City of Los Angeles' future energy needs.

The LADWP kicked off the public process with a workshop that was open to all ratepayers and the public at its downtown Los Angeles headquarters on August 12, 2010, followed by seven regional public workshops in August and September. These were conducted in the East and West Valley, East and Northeast Los Angeles, West Los Angeles, South Los Angeles, and the Harbor area. These workshops were widely publicized through paid and earned media; outreach to Neighborhood Councils; outreach to business groups, environmental groups, and other stakeholders; and social media such as Twitter and YouTube.

The LADWP also created this dedicated interactive website through which people could view and download IRP documents, participate in an online survey, and leave comments that were considered in preparation of the final 2010 IRP.

During each workshop, LADWP officials made a presentation about the IRP and then engaged in discussion and took comments during interactive, breakout sessions for small groups that were led by independent facilitators. A final public workshop was held on November 30, 2010, at 7 p.m. at the LADWP John Ferraro Building, A-Level Auditorium to discuss the public input and the proposed recommendations.

The LADWP also conducted briefings for key stakeholder groups, including business customers, environmental groups, and Neighborhood Council, and met separately with Los Angeles City Hall officials and Councilmember staffs.

Public comments focused on several major themes that the LADWP sought to incorporate in the final 2010 IRP. A complete report on the community outreach process and analysis of the public input is included in the IRP as Appendix N, and linked below.

As a result of the public outreach, the LADWP developed a series of high-level recommendations that attempted to balance the public’s biggest concerns with the IRP goals and objectives. These can be found in the Executive Summary and Sections 1.7 and 5.1.1 of the Final 2010 Power Integrated Resource Plan.
