Project Overview

LADWP has prepared the 2010 Power Integrated Resource Plan (2010 IRP) to provide a 20-year framework to ensure that current and future energy needs of the City of Los Angeles are met. In order to do so, the 2010 IRP lays out alternative strategies for meeting the LADWP’s regulatory requirements and environmental policy goals for increasing renewable energy and reducing greenhouse gas (GHG) emissions, while maintaining power reliability and minimizing the financial impact on the city’s ratepayers.

LADWP faces major uncertainties in terms of legislative mandates, particularly those pertaining to the reduction of GHG emissions and the amount of renewable energy that must be part of its power system resource portfolio. At the same time, the LADWP’s portfolio contains a number of older, natural gas-fired generating units that are nearing the end of their service lives and are in need of replacement.

The 2010 IRP identifies options for a mix of electric resources, based on comprehensive research and analysis and guided by the following objectives:

  • Reliability of the Power System
  • Regulatory compliance
  • Environmental stewardship, including pursuing renewable energy resources
  • Maintaining low and stable rates

Through rigorous analysis and community outreach efforts, the LADWP’s 2010 IRP evaluated various strategies in light of these objectives to help identify the optimal resource combination to meet the utility’s core mission of providing low cost, reliable electric power service to the four million residents of the City of Los Angeles.

IRP Update

The LADWP is currently working on an update to the 2010 IRP (Update). The Update will incorporate updated information, including a new energy efficiency program review, the latest load forecast, and updated regulatory and legislative developments. The Update will be issued before the end of 2011.

The next public review process will be conducted as part of next year’s 2012 IRP.
